In the winter months of 1982, in Moscow, packages containing parts of children’s bodies were found in garbage collection bins. Experts determined that the bodies were first frozen and then dismembered. Law enforcement found itself in a difficult situation, because disclosing such information could trigger panic and a lack of trust in the police. Colonel (Lieutenant Colonel) of the Ministry of Internal Affairs Alexander Yudin believed that there must be someone who had seen this crime. He decided to take the initiative and placed an announcement in one of the central newspapers about what had happened, giving his phone number. His risk paid off when a call came from a person who knew the horrifying truth.
