April 1921. The Soviet Union is conducting difficult negotiations with jewelers from Western countries about selling them the treasures of the Gokhran so that a starving country can raise money to purchase food. At the same time, it turns out that someone among high-ranking Gokhran employees is secretly shipping the treasures abroad. And then the Cheka sends its young operative, Vsevolod Vladimirov, to Revel (now Tallinn). His task is to uncover the scheme of theft and get jewelers to agree to the deal.
