The Terra of Unity has conquered a third of Earth. After the nuclear war of the 1930s, the USA fell apart, Germany conquered England. Scotland became independent; China and India collapsed. Unity controls outer space and builds cities on the Moon. The Empire controls everything, and the Ochrankа is practically all-powerful.

The problems of Unity have piled up enormously. Empress Maria the Second tries to solve the crisis. With a thermonuclear strike, her grandmother destroyed in Crimea her father, who had raised a rebellion against his mother.
