In the 1950s, Soviet intelligence actively searched for neo-fascist organizations in Europe—either those that didn’t exist at all or those protected by the CIA. Operational officers’ attention was drawn to Latin America, where many runaway war criminals were hiding and could bring back the Fourth Reich.

Major Zakharov and senior lieutenant Sablin are tasked with finding a neo-Nazi headquarters. Zakharov poses as a member of a pro-fascist organization to successfully infiltrate across the ocean. But at the last moment, Sablin receives a new assignment that changes all the plans of the counterintelligence operatives.
