“War with the World” is an American science-fiction novel by Vernor Vinge about authoritarianism and scientific-technological progress, first published in 1984.
The novel is set in 2048, 51 years after scientists at the Livermore National Laboratory developed a device for creating a power field, which they called “the Sphere.” The Sphere is a containment power field—an impenetrable dome for any force known to humankind. The top leadership of the laboratory declares itself a “Peaceful Power” and, using “Spheres” as weapons, becomes the most powerful organization on Earth. Seeking to preserve its monopoly on “Spheres,” the “Peaceful Power” declares technological progress illegal and rolls science and technology of the planet back to the level of the 19th century. Who will declare war on a power that blocks progress?
