The lives and labor of all people on Earth are controlled by the Planning Machine. Those who fail to meet its expectations are sent for disposal—to the organ bank. If someone’s activity is deemed anti-plan, a special iron collar is put around their neck and they are reclassified as a dangerous offender (an “oppa”). It’s impossible to remove the metal ring/collar yourself. At any time, the machine can transmit a coded radio signal to it, and the collar will explode. Only Ron Donderevo managed to get rid of the collar and escape the Planning Machine to the Reefs of Space, where he founded a colony of free people.
The Reefs of Space are celestial bodies far beyond Pluto’s orbit. The Reefs are inhabited by special life forms: phuzorites, pyropods, spacemen-—and others. These animals move through space on a special non-reactive propulsion that isn’t based on counteraction, which by its very existence disproves Newton’s third law.
