The novel takes place in a provincial town, Izhevsk. The locals were luckier than Muscovites: the horrific consequences of the epidemic reached Izhevsk much later. And people learned about the bloodthirsty creatures only a few days before they swarmed the streets of their beloved city. That means the residents of Izhevsk had time to properly prepare for an encounter with zombies. Good thing there’s no shortage of weapons in Izhevsk, and there will be enough ammunition for everyone.
