Crime flourishes where the law enforcement system is inactive. Sergei Severov, commander of a St. Petersburg special rapid-response unit nicknamed Raven, learned this from his own bitter experience when hardened thugs cold-bloodedly gunned down the people closest to him—his wife and daughter. Seeing that the investigation is stalling, Raven decides to deal with the offenders on his own. Declaring a merciless war on the criminal underworld, he places himself outside the law. However, Sergei is convinced that justice is on his side.
