Mr. Inoy Noll arrives in the town of Molch without remembering his name or his past. The hero learns that he is an agent of the Secret Chancellery and ended up here not by accident, but with a secret assignment—to eliminate the leader of the revolutionary group "Children of the Lower City." Noll decides to act according to the instructions, but the local bureaucrats and the clergy are so disgusting that the agent begins to feel sympathy for the rebels.
