Once, a judicial official receives an assignment to conduct an investigation into a criminal case and travels to the district, where he meets the local police officer, Ivan Semyonovich, who fills him in on the case. This district policeman is a very remarkable person: he has been serving for more than 30 years, keeps the district in his fist, is respected everywhere because he is worldly-wise, perceptive—he always listens carefully, understands the problem, and helps. He willingly shares the secret of his success: he doesn’t sit with papers in offices or in courts, but works with people on the ground.
