This anti-utopia is, in essence, a rewritten history of the Russian Empire of the 18th–19th centuries. The novel tells the story of the city of Glupov, where in a short period as many as 21 mayors were replaced. A sharp satire is traced against prominent figures of history such as Anna Ioannovna, Anna Leopoldovna, Elizabeth Petrovna, Catherine II, Paul I, Alexander I, Speransky, Arakcheev, and others.
