Early 1970s. Calm in a provincial Volga town is shattered after a monstrous crime: at the outskirts, in a phone booth, a young woman is stabbed; next to her lies a torn-open women’s handbag. Everything looks like an ordinary robbery. The investigation brings in Captain Konstantin Nemirovich of the police, recently “exiled” from the capital. Almost immediately he notices that local operatives are eager to close the case quickly by pinning the blame on the first person they can. But soon a second murder happens — surprisingly similar to the first. Nemirovich realizes that an unknown maniac is operating in the city, and there can be no backing down next — it’s time for him to take the initiative himself and declare war.
