Anyone planning to commit a crime can serve their sentence in advance. For this, the would-be offender is sent to a penal planet, where there is no guarantee of survival. But the one who manages to serve the full term, by law, receives the right to commit murder—or any other declared crime.
Almost all would-be offenders die on the penal sentence or abandon their plans.
